随着我国“一带一路”倡议的提出与逐步实施,水路运输地位日益突出,而危险货物水路运输事故时有发生,往往造成人员伤亡和财产损失,并对环境产生不可逆影响。本文对我国以危化品为主体的水路运输危险货物运量、分类、事故、主要危险特点进行分析,从法规制度体系、安全监管机制、危险货物运输安全治理能力三个方面指出当前我国危险货物水路运输存在的问题,并从法规标准、监管机制、重要基础设施、运载工具、生产作业过程等角度提出对策建议,研究结果为提升我国危险货物水路运输安全保障能力和服务质量提供借鉴。
With the introduction and progressive implementation of Chinese “The Belt and Road” initiative, waterway transportation has gained increasing prominence. However, incidents involving the transportation of dangerous goods through waterways occurred periodically, leading to casualties, property damage, and irreversible environmental impacted. This paper aimed to analyze the volume, classification, accidents, and primary hazardous characteristics of dangerous goods transported via waterways in China. The current problems of waterway transportation of dangerous goods in China were pointed out from the perspectives of regulations and institutional system, safety supervision mechanism, and safety governance capacity of dangerous goods transportation. It also put forward countermeasures and suggestions from the perspectives of regulations and standards, regulatory mechanism, important infrastructure, means of transportation, production and operation process. The research results provide reference for improving the safety guarantee capacity and service quality of dangerous goods waterway transportation in China
